Moves the README and NOTICE off the suspended GitHub account.

  • Latest-release badge now reads from git.namillis.me (shields.io Gitea badge).
  • Both APK download links use Forgejo's latest-release alias, /releases/download/latest/BareLauncher.apk. Forgejo has no GitHub-style /releases/latest/download/... path.
  • NOTICE.md says "an issue" instead of "a GitHub issue".

Releases v2.5.0 through v2.8.0 are already on Forgejo, each with its release-signed BareLauncher.apk, so the new links work now.

Not changed: the Downloader code 9049616 still points at the old GitHub URL. That has to be retargeted on aftvnews.com. Links to third-party GitHub projects (dadb, Okio, Kotlin, Material Symbols) and comments that mention GitHub Actions are left as they are.
